The combined effect of west coast hippies, and yuppie entrepreneurs, basically. The idea was borne out of an observation by Richard Barbrook and Andy Cameron that the technical innovation in 1990s Silicon Valley created a hybrid "dotcom neoliberalism" political attitude that combined socially liberal beliefs, pro-corporate attitudes, libertarianism and neoliberalism.

It is strongly tied to the growth of the American post-industrial, knowledge-based economy, techno-utopianism, tech solutionism and the rise of digital colonialism.
